I just found another possible source for Jeff: Jim Kelly (Williams in “Enter the Dragon”) played a character by that name, in “Golden Needles” – notably also directed by Robert Clouse (who did “Enter the Dragon” and “Game of Death”).

DD III NES-exclusive villains:
(I apologise for really scraping the bottom of the barrel, now.)
Gibson: Mel Gibson, the psychopath who played the psychopath Mad Max – who is the other half of Kenshiro from Fist of the North Star (with Bruce Lee) – who is the prototype for Billy Lee.
Robinson: I think this one takes into account the game’s curse-of-the-mummy motif. There is an occultist theory that the young death of Bertram Fletcher Robinson, an English writer and journalist, was caused by a curse from the Unlucky Mummy artefact.
