HEROES
BILLY LEE
The hero of this story.  At the young age of 20, he and his older twin brother became legendary masters of a Chinese style of Kenpou called Sou-Setsu-Ken.  In the first game, Billy saved his girlfriend, Marian, from the clutches of the Black Warriors.  But now, Marian has been killed by the Black Warriors, and Billy is looking to avenge her death.  Billy is Player 1 and wears dark blue clothing.

JIMMY LEE
Billy's older brother.  Like his younger brother, Jimmy is also a legendary master of Sou-Setsu-Ken.  Although he helped his brother crush the Black Warriors during the first game, he also had feelings for Marian and that developed into a rivalry between the two brothers.  He now joins Billy in a quest to avenge the woman they both loved.  Jimmy is Player 2 and wears white.

MARIAN
Billy's girlfriend and an instructor at the Sou-Setsu-Ken Dojo.  In the original game she was held hostage by the Black Warriors but was rescued by Billy and Jimmy at the end.  This time, she gets shot to death by the leader of the Black Warriors, Willy.

BLACK WARRIORS
WILLIAMS
The same small fry from the original game.  He now has the ability to do cartwheels and run.  He throws shovels and knives at the player.

ROPER
The same old Roper from DD I, except he now looks like a pirate.  He has nasty back kick.  Not only does he throw shovels, but he also likes to throw heavy objects like wooden boxes, iron balls and tree logs.

LINDA
The sole female member of the Black Warriors is back and looking more like a punk than a lady from before.  She can now jump (which allows her to escape from conveyor belts) and has a tricky elbow smash.  Her main weapon is a chain whip, but she also uses knives and hand grenades.

O'HARA
The new big guy of the game. He is very similar to Bolo from the first game and his name is also taken from Enter the Dragon.  He likes to throw heavy objects like wooden boxes.

ABOBO
Abobo is back as a recurring sub-boss.  He now has long hair, but fights pretty much the same way as his counterpart from DD I.  He also likes to throw heavy objects like iron balls.

JEFF
Jeff from DD I now appears as a recurring sub-boss.  He hasn't changed except for the fact that he now throws hand grenades once in a while.

BURNOV
The boss of Mission 1 (Heliport).  He is a big fat man who wears a mask.  His main technique involves grabbing the player by the head and punching him in the face several times.  He disappears after he is defeated, but he can sometimes reappear as well.

ABORE
The boss of Mission 2 (Wood Storehouse).  He is a giant who wears huge goggles and suspenders.  He has a mean slap and shoulder tackle and he is very strong.

CHIN TAIMEI
The boss of Mission 3 (Cornfield).  He fights using two sticks and he is a master of Boujutsu (the art of sticks).  He also has a tricky sweep kick and somersault.  He is a very tough opponent capable of killing you in seconds.

WILLY
The boss of Mission 4 (Hideout of the Boss).  The big boss of the Black Warriors is back.  This time he is responsible for Marian's death.  He hasn't changed much since DD I, but now he shoots faster than before and is more capable of killing you instantly.  But don't let that intimidate you.

DOPPELGANGERS
Evil clones of Billy and Jimmy.  Their exact origins are unknown, but they have the ability to shoot fireballs and beat the player from the inside.
